Maior licita\u00e7\u00e3o de transportes do pa\u00eds, o valor dos contratos somados \u00e9 de R$ 71,14 bilh\u00f5es.<\/p>\n<p>Ao todo, s\u00e3o 32 lotes, mas somente em um deles h\u00e1 concorr\u00eancia: o lote D7, que abrange linhas dentro de bairros, \u00e9 disputado pelos cons\u00f3rcios Transuni\u00e3o e Imperial. Nos demais, h\u00e1 apenas uma empresa ou cons\u00f3rcio de empresas, sem disputa. A maior parte j\u00e1 atua no sistema (veja os nomes de todas as empresas abaixo).<\/p>\n<p>Os envelopes com os nomes das 20 empresas ou cons\u00f3rcios interessados foram abertos no Instituto de Engenharia de S\u00e3o Paulo, na Vila Mariana, Zona Sul da capital.<\/p>\n<p>Os envelopes com as propostas comerciais ficam fechados at\u00e9 an\u00e1lise da documenta\u00e7\u00e3o dos interessados. A segunda maior \u00e9 a do Rio, que, segundo a prefeitura, tem cerca de 8,7 mil coletivos.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles\" data-block-type=\"raw\" data-block-weight=\"1\" data-block-id=\"8\">\n<div class=\"content-intertitle\">\n<h2>Sistemas<\/h2>\n<\/div>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"21\" data-block-id=\"9\">\n<p class=\"content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\">Atualmente, a rede p\u00fablica de \u00f4nibus \u00e9 composta de subsistema estrutural e subsistema local (operado pelas empresas que surgiram das cooperativas).<\/p>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"40\" data-block-id=\"11\">\n<p class=\"content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\">Com a nova concess\u00e3o,\u00a0<a href=\"https:\/\/g1.globo.com\/sp\/sao-paulo\/noticia\/edital-preve-fim-de-190-linhas-de-onibus-em-sp-e-diminuicao-da-emissao-de-poluentes.ghtml\">a frota deve ser reduzida<\/a>\u00a0e os \u00f4nibus passar\u00e3o a funcionar em tr\u00eas subsistemas, divididos em \u00e1reas em que as linhas funcionar\u00e3o (Centro para os bairros, entre bairros mais afastados e de circula\u00e7\u00e3o dentro dos bairros):<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"2\" data-block-id=\"12\">\n<p class=\"content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\"><strong>Grupo Estrutural<\/strong><\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"35\" data-block-id=\"13\">\n<p class=\"content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\">Dividido em nove lotes, re\u00fane \u00f4nibus de m\u00e9dio e grande porte, articulados, e que fazem o transporte de passageiros do Centro para os bairros. Contratos avaliados em R$ 22,21 bilh\u00f5es (R$ 22.218.767.032).<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"5\" data-block-id=\"22\">\n<p class=\"content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\">Apresentaram propostas pelos seguintes lotes:<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles\" data-block-type=\"raw\" data-block-weight=\"41\" data-block-id=\"23\">\n<ul class=\"content-unordered-list\">\n<li>Transnoroeste &#8211; D1 e D2<\/li>\n<li>Transuni\u00e3o &#8211; D3<\/li>\n<li>Upbus &#8211; D4<\/li>\n<li>Pessego &#8211; D5<\/li>\n<li>Alibus &#8211; D6<\/li>\n<li>Transuni\u00e3o, Imperial &#8211; D7<\/li>\n<li>Move Bus &#8211; D8<\/li>\n<li>A2 &#8211; D9<\/li>\n<li>Transwolf &#8211; D10 e D11<\/li>\n<li>Transcap &#8211; D12<\/li>\n<li>Alpha Rodo Bus &#8211; D13<\/li>\n<\/ul>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"31\" data-block-id=\"24\">\n<p class=\"content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\">A Taxa Interna de Retorno (TIR), que se refere ao retorno dos investimentos realizados pelas empresas, ser\u00e1 limitada a 9,85%. Qualquer valor acima deste percentual volta automaticamente para os cofres p\u00fablicos.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"25\" data-block-id=\"25\">\n<p class=\"content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\">Se o retorno for abaixo dos 9,85%, haver\u00e1 avalia\u00e7\u00e3o anual dos contratos. A avalia\u00e7\u00e3o ser\u00e1 considerada na revis\u00e3o dos contratos para equil\u00edbrio econ\u00f4mico das empresas.<\/p>\n<article>\n<div class=\"wall protected-content\">\n<div class=\"mc-column content-text active-extra-styles\" data-block-type=\"raw\" data-block-weight=\"1\" data-block-id=\"28\">\n<div class=\"content-intertitle\">\n<h2>Exig\u00eancias<\/h2>\n<\/div>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"11\" data-block-id=\"29\">\n<p class=\"content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\">Para o in\u00edcio da opera\u00e7\u00e3o, a concession\u00e1ria vencedora dever\u00e1 dispor de:<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles\" data-block-type=\"raw\" data-block-weight=\"145\" data-block-id=\"30\">\n<ul class=\"content-unordered-list\">\n<li>Garagem pr\u00f3pria para abrigo, abastecimento e manuten\u00e7\u00e3o da frota operacional;<\/li>\n<li>M\u00ednimo de 25% da frota com ar-condicionado, acessibilidade e vidro colado (que permite melhor isolamento t\u00e9rmico e ac\u00fastico). Ve\u00edculos antigos que precisem ser substitu\u00eddos por causa da idade de circula\u00e7\u00e3o ou qualquer outro motivo deve ser trocado por um que tenha ar-condicionado;<\/li>\n<li>Ve\u00edculos com menos de 10 anos (j\u00e1 para a frota de tra\u00e7\u00e3o el\u00e9trica, como os tr\u00f3lebus, a frota deve ter a vida \u00fatil de no m\u00e1ximo 15 anos);<\/li>\n<li>Frota de acordo com a nova Lei de Mudan\u00e7as Clim\u00e1ticas (n\u00famero16.802, de 17 de janeiro de 2018), que estipula um cronograma para a redu\u00e7\u00e3o de emiss\u00f5es de poluentes. Os \u00f4nibus dever\u00e3o ser h\u00edbridos (dois motores em um s\u00f3 ve\u00edculo), DualBus (duas tecnologias de tra\u00e7\u00e3o el\u00e9trica), a g\u00e1s natural e biometano (g\u00e1s obtido na decomposi\u00e7\u00e3o de res\u00edduos), etanol ou outra forma menos poluente que o diesel.<\/li>\n<\/ul>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles\" data-block-type=\"raw\" data-block-weight=\"5\" data-block-id=\"31\">\n<div class=\"content-intertitle\">\n<h2>Entenda o hist\u00f3rico da licita\u00e7\u00e3o<\/h2>\n<\/div>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"41\" data-block-id=\"32\">\n<p class=\"content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\">A licita\u00e7\u00e3o do transporte p\u00fablico para a concess\u00e3o por 20 anos das linhas de \u00f4nibus da cidade se arrasta desde 2013, quando os contratos anteriores, assinados na gest\u00e3o Marta Suplicy (2001-2005), venceram. Desde ent\u00e3o, eles v\u00eam sendo renovados em contratos emergenciais.<\/p>\n<\/div>\n<div class=\"content-ads content-ads--reveal\" data-block-type=\"ads\" data-block-id=\"33\">\n<div id=\"banner_materia__725969788f4b49879c1571a746cb44ed\" class=\"tag-manager-publicidade-container has-reveal has-ad-lazyload tag-manager-publicidade-banner_materia__725969788f4b49879c1571a746cb44ed tag-manager-publicidade-container--carregado tag-manager-publicidade-container--visivel\" data-id=\"banner_materia__725969788f4b49879c1571a746cb44ed\" data-google-query-id=\"CNuzgOD8pOACFRbI4wcdooID6A\" data-cid=\"null\" data-lid=\"null\">\n<p>O Tribunal de Contas do Munic\u00edpio (TCM) adiou sucessivamente a nova licita\u00e7\u00e3o por causa de irregularidades t\u00e9cnicas.<\/p>\n<\/div>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"29\" data-block-id=\"35\">\n<p class=\"content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\">Em junho do ano passado,\u00a0<a href=\"https:\/\/g1.globo.com\/sp\/sao-paulo\/noticia\/tcm-ve-irregularidades-e-suspende-novo-edital-de-licitacao-do-transporte-publico-de-sp.ghtml\">o TCM apontou 51 irregularidades<\/a>, 20 improbidades e 19 corre\u00e7\u00f5es. O \u00f3rg\u00e3o que fiscaliza o Executivo Municipal liberou a licita\u00e7\u00e3o em 24 de outubro.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"27\" data-block-id=\"36\">\n<p class=\"content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\">Os editais foram reajustados e\u00a0<a href=\"https:\/\/g1.globo.com\/sp\/sao-paulo\/noticia\/2018\/12\/06\/prefeitura-de-sp-retoma-licitacao-para-concessao-de-onibus-e-contratos-sobem-para-r-71-bilhoes.ghtml\">relan\u00e7ados pela Prefeitura em dezembro de 2018<\/a>. O valor dos contratos foi corrigido, passando de R$ 68,1 bilh\u00f5es para R$ 71,14 bilh\u00f5es.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"20\" data-block-id=\"37\">\n<p class=\"content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\">Em 22 de janeiro,\u00a0<a href=\"https:\/\/g1.globo.com\/sp\/sao-paulo\/noticia\/2019\/01\/22\/justica-suspende-licitacao-de-onibus-de-sp.ghtml\">a Justi\u00e7a suspendeu a licita\u00e7\u00e3o<\/a>\u00a0ap\u00f3s pedido de uma das empresas de \u00f4nibus participantes do processo.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"33\" data-block-id=\"38\">\n<p class=\"content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\">Na a\u00e7\u00e3o, a empresa alegou que o modelo de licita\u00e7\u00e3o estava descumprindo in\u00fameras determina\u00e7\u00f5es do (TCM) e criando dificuldades aos concorrentes.
