Abordagens expl\u00edcitas a justificar tal projeto. Contudo, h\u00e1 cita\u00e7\u00e3o sobre melhoria quanto \u00e0 mobilidade urbana e controle sobre polui\u00e7\u00e3o. Pode resguardar outros interesses: a implanta\u00e7\u00e3o de ped\u00e1gio urbano. Um tema que membros do executivo e legislativo evitam discutir. H\u00e1 forte repulsa a qualquer nova cobran\u00e7a de taxas. <\/p>\n<p>Este sistema alertar\u00e1 agentes de tr\u00e2nsito sobre ve\u00edculos irregulares, gerando vantagens aos tradicionais bloqueios policiais. Ficaria no passado a sele\u00e7\u00e3o aleat\u00f3ria de ve\u00edculos. Caso o risco de furto ou roubo seja minimizado, acarretar\u00e1 redu\u00e7\u00e3o do valor do pr\u00eamio para seguros veiculares. <\/p>\n<p>O Siniav pode caracterizar afronta jur\u00eddica quanto ao direito de ir e vir sem ser bisbilhotado. O Siniav pode caracterizar um orwelliano chip como vil\u00e3o nacional, no atual teatro nacional, onde cart\u00f5es de cr\u00e9dito acompanhados pelo fisco ou notas fiscais que amarram consumidor e vendedor est\u00e3o em cartaz. <\/p>\n<p>A defesa deste chip como nova placa de identifica\u00e7\u00e3o tende a gerar rev\u00e9s forense. Para a licita\u00e7\u00e3o deste servi\u00e7o, alega-se que o preg\u00e3o eletr\u00f4nico \u00e9 mais \u00e1gil. Por\u00e9m, deixa d\u00favida quanto a poss\u00edveis lances falsos que visariam eliminar concorrentes. <\/p>\n<p>Empresas que monitoram ve\u00edculos por sat\u00e9lite t\u00eam informa\u00e7\u00e3o praticamente continuada do posicionamento. Pelo Siniav, controle apenas quando se passa em barreiras. Efic\u00e1cia duvidosa. Marginais saber\u00e3o desviar ou at\u00e9 anular o equipamento. <\/p>\n<p>Quanto a controle de velocidade, o sistema permitir\u00e1 aferir o excesso de velocidade por trechos, trazendo novo modelo que poder\u00e1, finalmente, evitar altas velocidades que tanto t\u00eam matado no Brasil. Atuais radares s\u00e3o observados entre ve\u00edculos freando e acelerando em seguida. <\/p>\n<p>Contudo, o principal motivo deste chip pode ser a viabiliza\u00e7\u00e3o do ped\u00e1gio urbano, facilitando sua cobran\u00e7a. Aumenta a velocidade nas \u00e1reas urbanas, desde que associado \u00e0 melhoria do transporte p\u00fablico. Sem metr\u00f4 suficientemente longo, efic\u00e1cia duvidosa como gerador de desejo de deixar o carro em casa. Para vislumbrar nosso futuro, talvez o modelo chileno seja o melhor. L\u00e1 n\u00e3o se anda sem este chip. Mas, em Santiago do Chile, o ponteiro do veloc\u00edmetro voltou a se mover.
