O motivo \u00e9 a redu\u00e7\u00e3o dos n\u00edveis das \u00e1guas nas vias naveg\u00e1veis para priorizar a produ\u00e7\u00e3o de energia el\u00e9trica. A decis\u00e3o, tomada pelo Operador Nacional do Sistema (ONS, respons\u00e1vel por coordenar e controlar a opera\u00e7\u00e3o das instala\u00e7\u00f5es de gera\u00e7\u00e3o e a transmiss\u00e3o de energia el\u00e9trica do Sistema Interligado Nacional), dificultar\u00e1 a navega\u00e7\u00e3o das barca\u00e7as, usadas para o transporte de produtos agr\u00edcolas em dire\u00e7\u00e3o ao Porto de Santos.<\/p>\n<p>Sem a hidrovia, essas cargas chegariam ao cais em caminh\u00f5es, sobrecarregando o tr\u00e2nsito nos acessos ao Porto.<\/p>\n<p>A decis\u00e3o do ONS e seus impactos no cais santista foram destacados pelo consultor Rui Gelehrter Lopes ontem, durante sua participa\u00e7\u00e3o no 5\u00ba semin\u00e1rio Hidrovias J\u00e1, promovido pela Associa\u00e7\u00e3o de Engenheiros e Arquitetos de Santos (AEAS) em sua sede, na Cidade.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/www.atribuna.com.br\/fileadmin\/_processed_\/csm_HID_f23f6bbabf.jpg\" height=\"550\" width=\"620\" alt=\"\" \/><\/p>\n<p>\u201cTivemos uma reuni\u00e3o em Bauru, onde avaliamos a parte t\u00e9cnica da Hidrovia Tiet\u00ea-Paran\u00e1. Um coordenador da ONS comunicou que ia baixar o n\u00edvel. N\u00e3o deu op\u00e7\u00e3o nenhuma. Foi uma mera comunica\u00e7\u00e3o, o que mostra o descaso total das autoridades federais com rela\u00e7\u00e3o \u00e0 hidrovia, estrat\u00e9gica para a regi\u00e3o mais interessante, sob o ponto de vista de produ\u00e7\u00e3o, que \u00e9 a Regi\u00e3o Sudeste, e afeta o maior porto do Pa\u00eds\u201d, explicou Gelehrter. Segundo ele, o n\u00edvel da hidrovia j\u00e1 come\u00e7ou a cair.<\/p>\n<p>O mesmo problema ocorreu em 2014, devido ao baixo n\u00edvel do Rio Tiet\u00ea, afetado pela severa estiagem e pelo desvio de sua \u00e1gua para a gera\u00e7\u00e3o de energia. A legisla\u00e7\u00e3o, hoje, prioriza a utiliza\u00e7\u00e3o do recurso h\u00eddrico para a eletricidade.<\/p>\n<p>Durante os 20 meses de interrup\u00e7\u00e3o da navega\u00e7\u00e3o na Tiet\u00ea-Paran\u00e1, foram prejudicadas sobretudo as cargas de longo percurso, como soja e milho embarcados em S\u00e3o Sim\u00e3o (SP) para descarga no Porto, e a celulose e madeira de Tr\u00eas Lagoas (MS).<\/p>\n<p>\u201cParte-se do princ\u00edpio de que o Pa\u00eds precisa de energia el\u00e9trica, sem analisar que precisa de transporte mais barato para a gente gerar carga, emprego e toda uma energia. Voc\u00ea acaba gastando mais energia usando modais errados em detrimento de uma decis\u00e3o governamental errada e totalmente antidemocr\u00e1tica e injusta\u201d, destacou o consultor.<\/p>\n<p><strong>Impactos<\/strong><\/p>\n<p>Para o diretor de Rela\u00e7\u00f5es com o Mercado e a Comunidade da Companhia Docas do Estado de S\u00e3o Paulo (Codesp), Cleveland Sampaio Lofrano, a not\u00edcia \u00e9 preocupante. \u201cSe isso ocorrer, fatalmente teremos aumento de uso do modal rodovi\u00e1rio e sobrecarga. A hidrovia Tiet\u00ea-Paran\u00e1 \u00e9 fundamental para o Porto de Santos\u201d, afirmou o executivo, que tamb\u00e9m participava do semin\u00e1rio.<\/p>\n<p>Para evitar os impactos operacionais e log\u00edsticos dessa decis\u00e3o no cais santista, a AEAS ir\u00e1 preparar um manifesto contra a decis\u00e3o do ONS. O Conselho Regional de Engenharia e Arquitetura de S\u00e3o Paulo (Crea-SP) e o Instituto de Engenharia v\u00e3o apoiar a iniciativa. <\/p>\n<p>Segundo o diretor de Portos da AEAS, Eduardo Lustosa, al\u00e9m das quest\u00f5es operacionais, a interrup\u00e7\u00e3o da navega\u00e7\u00e3o na Tiet\u00ea-Paran\u00e1 deve gerar impactos financeiros. \u201cEm 2014, empresas de barca\u00e7as quebraram e entraram com a\u00e7\u00f5es na Justi\u00e7a contra o Governo Federal, pedindo indeniza\u00e7\u00f5es. <\/p>\n<p>N\u00f3s pagamos pela energia e teremos que pagar as indeniza\u00e7\u00f5es\u201d, afirmou. <\/p>\n<p>Procurado, o Departamento Hidrovi\u00e1rio (DH), \u00f3rg\u00e3o do Governo do Estado que administra a Hidrovia Tiet\u00ea-Paran\u00e1, informou que a navegabilidade da hidrovia est\u00e1 garantida at\u00e9 o final do m\u00eas.<\/p>\n<p>Segundo o DH, \u201co n\u00edvel atual do reservat\u00f3rio da Usina de Tr\u00eas Irm\u00e3os (o mais cr\u00edtico) \u00e9 de 325,45 metros (do n\u00edvel do mar), ligeiramente acima do m\u00ednimo operativo de 325,4 metros. Essa situa\u00e7\u00e3o permite plena navega\u00e7\u00e3o com calado de 2,7 metros, suficiente para o padr\u00e3o de barca\u00e7a utilizado\u201d.<\/p>\n<p>Em reuni\u00e3o nesta ter\u00e7a-feira (17) entre o ONS, a Ag\u00eancia Nacional de \u00c1guas (ANA) o DH, o Sindicato dos Armadores de Navega\u00e7\u00e3o Fluvial do Estado de S\u00e3o Paulo e a Capitania dos Portos, ficou acertado que \u201co n\u00edvel m\u00ednimo de 325,4 metros ser\u00e1 mantido at\u00e9 30 de outubro de 2017. Na pr\u00f3xima semana, nova reuni\u00e3o ser\u00e1 realizada para avaliar as contribui\u00e7\u00f5es das \u00faltimas chuvas e a situa\u00e7\u00e3o dos reservat\u00f3rios\u201d.<\/p>\n<p>O \u00f3rg\u00e3o estadual afirma que \u201ct\u00e3o logo o volume de chuvas permita a recupera\u00e7\u00e3o do n\u00edvel dos reservat\u00f3rios\u201d, a situa\u00e7\u00e3o ser\u00e1 resolvida.
