Enfoca quest\u00f5es bastante atuais para os debates sobre Mobilidade e Transportes Urbanos na Regi\u00e3o Metropolitana de S\u00e3o Paulo.&nbsp;<\/p>\n<p>O autor (curr\u00edculo apresentado abaixo) participou do II Semin\u00e1rio Internacional de Mobilidade e Transportes \u2013 Mobilidade para Cidades Sustent\u00e1veis, promovido pelo PPGT\/UnB (Programa de P\u00f3s-Gradua\u00e7\u00e3o em Transportes da UNB), em outubro de 2014, com a palestra \u201cAs quatro fases da mobilidade: os novos paradigmas para as pr\u00e1ticas da mobilidade\u201d. <\/p>\n<p>O resumo do trabalho em destaque evidencia a citada atualidade do tema para a RMSP: <br \/>\n<em>\u201cDepuis la r\u00e9volution industrielle du XIX si\u00e8cle, la rh\u00e9torique de l\u201dimpact\u201d, de l\u201deffet induit\u201d des transports sur l\u2019urbanisation et l\u2019am\u00e9nagement n\u2019a pas cess\u00e9 d\u2019accompagner le developpement des infrastructures de communication. L\u2019administration de la preuve n\u2019a pourtant pas \u00e9t\u00e9 effectu\u00e9e. Rechercher l\u2019influence de la mise en service d\u2019un \u00e9quipment sur l\u2019\u00e9conomie d\u2019un territoire pose de redoutables probl\u00e8mes m\u00e9thodologiques. Les travaux empiriques rigoureux ne concluent, au mieux, qu\u2019\u00e0 une amplification et une acc\u00e9leration de tendances pr\u00e9existantes. Si le mythe des effects structurants perdure, c\u2019est en fait par l\u2019usage politique que en est fait dans les processus de d\u00e9cison et les proc\u00e9dures d\u2019\u00e9valuation ex ante des grands projets\u201d. <\/p>\n<p><\/em>A frase final &#8211; se o mito dos efeitos estruturantes ainda perdura, deve-se ao uso pol\u00edtico que se faz dos processos de decis\u00e3o e dos procedimentos de avalia\u00e7\u00e3o, antes e depois, dos grandes projetos \u2013 nos chega com um sabor amargo de paulistana atualidade. Este trabalho, se conhecido pelos t\u00e9cnicos que, em 1993, criaram a CPTM (com a fus\u00e3o de todos os sistemas de transporte suburbano de passageiros da Regi\u00e3o Metropolitana de S\u00e3o Paulo) provavelmente lhes refrearia o \u00edmpeto de proclamar que se tratava de planejar a transforma\u00e7\u00e3o da malha suburbana em um \u201cmetr\u00f4 de superf\u00edcie\u201d (conceito inexistente no dicion\u00e1rio dos sistemas de transporte), dentro da vis\u00e3o, ent\u00e3o predominante, de que Metr\u00f4 \u00e9 A solu\u00e7\u00e3o para o transporte urbano. <\/p>\n<p><em>Jean-Marc Offner &#8211; Engenheiro Urbanista e Pol\u00edtico.
