A Secretaria Municipal do Verde e do Meio Ambiente aprovou o estudo de impacto ambiental e emitiu a Licen\u00e7a Ambiental Pr\u00e9via (LAP) da obra. O projeto, de R$ 2,4 bilh\u00f5es, prev\u00ea ainda parque linear e viadutos. <\/p>\n<p>Ao todo, a S\u00e3o Paulo Obras (SP Obras), empresa municipal respons\u00e1vel pela constru\u00e7\u00e3o, dever\u00e1 cumprir 29 exig\u00eancias antes que o projeto obtenha a autoriza\u00e7\u00e3o para a sua execu\u00e7\u00e3o, com a Licen\u00e7a Ambiental de Instala\u00e7\u00e3o (LAI). Entre as determina\u00e7\u00f5es feitas pelo Conselho Municipal do Meio Ambiente e Desenvolvimento Sustent\u00e1vel (Cades) est\u00e1 a apresenta\u00e7\u00e3o de documentos que indiquem as &#8220;\u00e1reas pretendidas&#8221; para a constru\u00e7\u00e3o de 10 mil unidades habitacionais para os moradores que ser\u00e3o retirados de suas casas. <\/p>\n<p>Al\u00e9m disso, a Prefeitura dever\u00e1 obter o consentimento do Metr\u00f4 de S\u00e3o Paulo sobre o tra\u00e7ado do t\u00fanel, previsto para passar embaixo do p\u00e1tio de manobra de trens da Linha 1-Azul, no Jabaquara. O Departamento de Estradas de Rodagem (DER), do governo do Estado, e a Ecovias, que gerencia o Sistema Anchieta-Imigrantes, tamb\u00e9m ter\u00e3o de se manifestar a respeito das interven\u00e7\u00f5es propostas no projeto para a faixa de dom\u00ednio da Rodovia dos Imigrantes. <\/p>\n<p>Segundo a Secretaria do Verde e do Meio Ambiente, n\u00e3o h\u00e1 prazo para que a SP Obras envie a maioria dos documentos. Contudo, o \u00f3rg\u00e3o ter\u00e1 de encaminhar, em at\u00e9 45 dias, uma an\u00e1lise detalhada dos impactos ambientais provocados pela constru\u00e7\u00e3o do t\u00fanel, que cortar\u00e1 rochas sedimentares. <\/p>\n<p>A pasta informou que o estudo de impacto ambiental da obra come\u00e7ou a ser analisado em 2009. Houve &#8220;diversas audi\u00eancias p\u00fablicas e pedidos de complementa\u00e7\u00e3o de informa\u00e7\u00e3o&#8221;. Em julho do ano passado, a C\u00e2mara Municipal aprovou mudan\u00e7as na lei da Opera\u00e7\u00e3o Urbana \u00c1gua Espraiada, na qual se insere o t\u00fanel, para adequ\u00e1-la aos projetos em estudo. <\/p>\n<p>Queixas. Muitos moradores da regi\u00e3o criticam as interven\u00e7\u00f5es, que consideram agressivas. &#8220;O aspecto mais negativo \u00e9 que o prefeito transformou uma opera\u00e7\u00e3o urbana, que deveria melhorar uma \u00e1rea degradada, em empreendimento imobili\u00e1rio&#8221;, diz o t\u00e9cnico Marcos Munarim, do Movimento N\u00e3o Desapropria\u00e7\u00e3o.
