O governo federal \u00e9 respons\u00e1vel pela opera\u00e7\u00e3o de 18 dos 35 portos mar\u00edtimos existentes no pa\u00eds e, de forma geral, isso \u00e9 feito de maneira cara e ineficiente. Os portos p\u00fablicos n\u00e3o disp\u00f5em de tecnologia suficiente para carregar e descarregar grandes navios com rapidez. Devido \u00e0 baixa profundidade da \u00e1gua nos acessos aos terminais, a maioria dos portos tamb\u00e9m imp\u00f5e limites de carga para reduzir o peso das embarca\u00e7\u00f5es que atracam &#8211; o que eleva os custos log\u00edsticos. Al\u00e9m disso, apesar do extenso litoral, poucas empresas exploram a navega\u00e7\u00e3o de cabotagem, que tem potencial para reduzir o custo econ\u00f4mico e ambiental do transporte de cargas por meio de rodovias. <\/p>\n<p>Ciente de que precisa aumentar a efici\u00eancia dos portos brasileiros, o governo federal colocou 16 portos p\u00fablicos sob concess\u00e3o da iniciativa privada nos \u00faltimos anos. Boa parte desses portos fez investimentos que trouxeram ganhos de efici\u00eancia para os armadores. No entanto, o governo tamb\u00e9m estabeleceu regras muito r\u00edgidas para que a iniciativa privada constru\u00edsse seus pr\u00f3prios portos no pa\u00eds. Boa parte dessas regras virou lei por press\u00e3o das atuais concession\u00e1rias de portos p\u00fablicos, que at\u00e9 hoje t\u00eam de conviver com custos herdados dos tempos de administra\u00e7\u00e3o estatal.
