Arce afirma que toda a obra dever\u00e1 ser financiada com recursos privados, por meio de uma concess\u00e3o simples, sem participa\u00e7\u00e3o dos governos estadual e federal e sem constitui\u00e7\u00e3o de parceria p\u00fablico-privada. <\/p>\n<p>Em troca do investimento, a concession\u00e1ria que vencer a licita\u00e7\u00e3o ter\u00e1 o direito a explorar os ped\u00e1gios nas tr\u00eas al\u00e7as do rodoanel (Sul, Norte e Leste). Arce espera que a parte Leste esteja pronta em 2012 e a parte Norte em 2014. <\/p>\n<p>O secret\u00e1rio afirmou que o governo estadual j\u00e1 trabalha no processo de audi\u00eancias p\u00fablicas e licenciamento ambiental dos dois trechos. Arce vive a expectativa de que o licenciamento dos trechos remanescentes seja mais f\u00e1cil do que o do trecho Sul. <\/p>\n<p>Ele descartou a possibilidade de o trecho Sul ser entregue em partes, antes de 27 mar\u00e7o de 2010. A rodovia deve entrar em opera\u00e7\u00e3o ainda sem pra\u00e7as de ped\u00e1gio, por conta de questionamentos do Tribunal de Contas do Estado ao processo de licita\u00e7\u00e3o. <\/p>\n<p>O trecho Oeste foi entregue em outubro de 2002 e interliga as rodovias R\u00e9gis Bittencourt, Raposo Tavares, Castello Branco, Anhanguera e Bandeirantes. O trecho Sul ligar\u00e1 a R\u00e9gis Bittencourt com as rodovias Anchieta e Imigrantes e com a Avenida Papa Jo\u00e3o XXIII, em Mau\u00e1, no ABC. O trecho Leste ligar\u00e1 a Papa Jo\u00e3o XXIII com a Rodovia Presidente Dutra, em Aruj\u00e1.
